DSL connection cannot be established

Hi. When I left for work in the morning, the DSL internet was working fine. When I returned in the evening, the internet wasn't working. The Power LED on the router was blinking continuously. I turned the router off for 10 minutes and then restarted it. The Power LED kept blinking for >15 minutes. I then changed the DSL cable (I have a spare). The Power LED still keeps blinking.
I ran the diagnostic tool online but right when it is supposed to generate the diagnostic report, it says that"your connection details were not recognized". This is strange because in my account page, I can see my landline number and internet connection listed.
Can someone please help? How can I report this problem? Is something wrong with my internet specifically, or is this a problem with my apartment building? I also went to the basement and took a picture of what appears to be the Telekom DSL box. Is this supposed to look like this? I see a bunch of wires just hanging out. Any help would be greatly appreciated!!

Hey, again. The internet is back online.
The technician had to replug the wires at the "distribution box" in the basement.
