Contacting someone for billing questions

How can I contact someone who speaks English and can help me with some billings issues? Requesting call-backs has never resulted in anyone who speaks English, and I cannot seem to find the correct email address.

      As requested, I have now made all the changes on the way. Please don't be surprised, you will only be able to see the changes properly on the June/August bill. Fröhlich
